Synopsis

This postgraduate research paper, conducted in 2021 within the academic discipline of Pedagogy, specifically focusing on School Systems, Educational, and School Politics, critically examines the approaches taken by schools and their administration in managing natural disasters amidst the persistent global challenge of the COVID-19 pandemic. The primary objective of this study was to ascertain and distinguish the level of management proficiency exhibited by schools in formulating and implementing effective responses to natural disasters, ensuring strict adherence to governmental safety protocols enacted in response to the ongoing pandemic. Furthermore, the research aimed to thoroughly investigate and determine the specific strategies and methodologies employed by schools to manage disaster situations while simultaneously navigating the complexities introduced by the COVID-19 crisis. A complementary aim was to quantitatively assess the existing level of disaster management skills and overall capabilities demonstrated by both students and teachers within the educational environment. For its methodology, the study employed a purposive sampling technique to select its participants. The sample population included 42 Grade 9, section 1 students from Antonio J. Villegas Vocational High School, along with 9 selected teacher representatives designated for the National Disaster Risk Reduction and Management Council (NDRRMC) within the school context. Data collection instruments comprised a normative questionnaire administered to students to gauge their perceptions and preparedness, and an interview guide questionnaire utilized with teachers to gather more qualitative insights into their experiences and management strategies. The findings presented in the results and discussion section indicated that a significant majority of the student respondents possess discernible and manageable skills, demonstrating a clear capability in perceiving potential threats, appropriately approaching emergency situations, and effectively responding to natural disaster scenarios. This positive trend was consistently observed in the focus group discussions with the teacher respondents, who similarly exhibited competent management skills across the spectrum of perceiving, approaching, and responding to natural disasters. The study also highlighted a crucial insight: students demonstrate a vital and inherent interest in actively contributing to the safety and security of their school and the wider community. Such engagement is not only fundamental to their development as responsible citizens but also constitutes an integral part of their ethical and moral responsibilities towards themselves, their peers, and the school staff. Based on these observations, the research concludes with a key recommendation for the implementation of further specialized training programs and seminars specifically tailored for teachers and school administration to continually enhance and refine their disaster management skills, thereby fostering a more resilient and prepared educational environment, especially when confronted with compounded crises like natural disasters during a pandemic.
