About the author Eugenio García Ruiz:

Eugenio García Ruiz (Madrid, 1839-1913) was a Spanish lawyer, journalist, politician, and diplomat. He studied Law and Philosophy and Literature. He was a deputy to the Cortes and held the ministries of Grace and Justice and Public Works. He was also ambassador to Portugal. He stood out for his oratory and his defense of progressive and republican ideas. He was a member of the Royal Academy of Moral and Political Sciences.
